Regarding your inquiry about wishing to adopt a North Korean orphan:

Thank you for your message sent earlier this month. I was traveling and
unable to respond then. To my knowledge, the North Koreans do not permit
their citizens to emigrate nor allow for adoptions. You can double check
with their mission at the United Nations of you seek an official response.
